UPON hearing the counsel the Court made the following

O    R    D    E    R

This is a writ petition for pre-mature release.

Having  regard  to  the fact that the  petitioner has already completed more than 21 actual years of  incarceration  and with remission,  around 28 years in jail, we are of the view that the petitioner needs to be released from jail provisionally.   In that view of the matter, it is directed that pending further orders in  the writ petition, the petitioner be released on bail on execution  of a personal bond to the satisfaction of the Superintendent of Jail. He is further directed to report to S.H.O. at his residential place every fortnight.

The application for bail is disposed  of.
